貝拉米先生覺得，使用者應該根據使用量來收稅，有人付同樣的月費可能只是拿來收信，有人卻是不間斷的下載東西，如果根據使用量來收徵收使用稅就可以杜絕這些非法下載進而打擊到創作者的問題。這個方法其實跟現在一些手機上網，用資料單位來收費的方法很像。

難道要isp監控我抓了什麼東西嗎??
網路是世界上最自由的地方，
有些地方需要立法保障使用者的安全，
但是想要我上網還得繳稅給國家(再轉交給"創作人")的話....實在不是很高明。
MUSE新專輯很沒power啊，難道貝拉米先生心思都會在數位產業上了嗎？？
